If any dispute arise* ns to the amount tuat may he by way of expenses, the decision of the Minister shall be final, and conclusive. Patriotic carnivals are to he helpod by the Auction* Amendment Rill (Hon. G. VV. Ruaeell) under which any person (whether a licensed auctioneer or not I hj»;" »ell by auction any reaJ or personal propei ty provided the money is for the benefit of war funds. No person who 'a not a licensed auctioneer shall sell by auction under the proposed Act unless he ie specially authorised in v-ritinp to do so by a Btipcndiary magistrate or by any mayor of the city nr borough or the chairman of the county or town dis trict in which the sale is to take place, or by the society or trustees controlling Uie "war fond to which the proceeds of fWeale are to be raid.
