Pending payment the Germans placed seals on the banka' strongrooms, and individuals were held aj a guarantee that the securities would not be removed. The authorities insisted that the city aould not meet such huge .sums. Tht Germans thereupon ajrreed to compromise, r.nd accept £540.000, with a penalty of £4,000 daily until the amount was paid-
