GERMANY'S FINE SYSTEM. HUGE DEMANDS ON LILLE. AMSTERDAM, September 27. Owing to the Lille factories refusing to supply the Germans with sandbags, the Mayor haa notified thai an equivalent quantity of bags manufactured in Germany would be used at the cost of the city. The Rum of £15,000 steriinp was deducted from the civic fund, and the Treasurer was forced to pay. Also an additional £1.240,000 war taxes wag demanded. Pending payment the Germans placed seals on the banka' strongrooms, and individuals were held aj a guarantee that the securities would not be removed. The authorities insisted that the city aould not meet such huge .sums. Tht Germans thereupon ajrreed to compromise, r.nd accept £540.000, with a penalty of £4,000 daily until the amount was paid-
