RAILWAY APPEAL.
QUESTION OF PROMOTION. (By Telegraph.—Press Association.) WELLINGTON. Tuesday. The Railway Appeal Board to-day ' heard the appeal of J. Warren, inspector of permanent way, Waipukurau, against superseded in D 3 list. 1914. There were three grounds given for the appeal —that appellant was superseded by 59 "members below him on April 13, 1913; that h e hadbeen reduced -in status; and that he was debarred from future promotion in that there was a "tag/ opposite, his name, " Aaximum'for position." J. Burnett, chief engineer for railways, said-his report recommended the appellant to promotion to top of grade 8, but not to grade 7. *He recommended that the maximum salary for that position should be £275 a year. 'He had recommended appellant for a salary of £275 and not recommended him for grade 7 because he was .receiving an increase of £10 and because witness did not think it likely that .a large number of inspectors could be placed in grade 7. The chairman remarked that if witness's contention, were the correct one, it would mean that the system might apply throughout the whole and this would-be contrary, to'the. spirit of the Act.
Witness stated that Mr. Warren was a satisfactory inspector, and it ivas not lack of proficiency that prompted the recommendation that he should remain "n grade 8. Witness recognised that all the inspectors could not be promoted to grade 7 and that he would have a chance of reconsidering Mr. Warren's position the following year. , The decision -was reserved.
