LANDING OF JAP. TROOPS. CONFERENCE STH£ IN PROGRESS. PEKING, March 23. A thousand Japanese troops have arrived at Tsinan-fu, 3,000 at Mnkdcn, and 3,000 at Dalny. The Japanese are erecting extensive barricades at Mukden and Dalny. The conference with China is progressing. Four out of the seven demands-by-Japan - relating to Manchuria hawe, been, settled almost in accordance with -Japan's ■wishes. . t--i FEAR THE CLOSED DOOR. UNDESIRABLES IN TSING-TAO. '(Received 9.10 a-m.) TOKYO, March 23. . The Japanese action in Shantung and Tsing-tao has aroused "much criticism in !the foreign communities; in China. British traders remember that Korea, once open, is now barred by.the Japanese tariff. The Japanese are similarly favoured in Manchuria. The harbour mouth at Shantung has been blocked by vessels sunk by the Ger- j mans. Until the main harbour is avail- I able the Japanese have agreed to four J British ships "entering monthly. - Many of the Japanese swarming into Tsing-tao are the -worst type of undesirables, and looting is frequents
