GARRISON COMMANDER'S LAST APPEAL.
SOME OF THE TROOPS REFUSE TO MARCH OUT.
SORTIE EEPELIED BT TERRITORIALS AWD RESERVES. (Received 9.53 a.m.) PETROGRAD, March 23. General yon Kusmanek delivered a stirring address to the garrison at Przemysl on Thursday, in which he said:—"'We have shared our past provisions, and I shall lead yon to pierce the enemy's iron circle. You must crush everything and open the Tray out." Each soldier was given five days' biscuits, warm clothing, and new boots, and it was arranged that 20.000 should participate in the sortie. Several units, however, refused, and only the 23rd Honved division, parts of the Landwehr, and the 4th Hussars sortied. They were repulsed chiefly by the territorials and reserve infantry, for the Russians' forces were never large.
