THE COMMISSION'S REPORT. SOLDIERS DIE THEIR DUTY. (Received 8.35 a.m.) JOHANNESBURG, November 18. The Commission set up to inquire into the riots in Johannesburg on July 4, when several people were shot, states that the police and military did not fire on defenceless crowds.

The officers and soldiers only did their duty, and no blame was attachable to them, though a few cases of carelessness were reported.

The Commission also commends the bravery and patience of the police.
