WARS AND REVOLUTIONS. (Received 11.15 a,m.) NEW YORK, November IS. At Worcester. Massachusetts, scientists, editors, diplomats, educators and officers representing the Latin American Republics, are in conference under the auspices of the Clark University, discussing South American problems. * Senator David Montt, a Chilean editor, declared that the influence of European armaments manufacturers tended to create revolutions throughout South America.
The Argentine and Chile were recently brought to the verge of war from a trivial incident fomented by European gunmakers. South America had more to fear from the European nations than fy>m the United States.
