CEMENTED BY MARRIAGES. <"Sr<Jney Sun" Special Serrlce.) BUCHAREST, August 18. It is stated that betrothals foreshadowing a grrait Pan-Slav Alliance will shortly be announced. Princess Elizabeth, daughter of King Charles of Roumania, is to be betrothed to the Crown Prince of Greece; the Grand Duchess Tatiana, daughter of the Czar, to King Charles' son, the Crown Prince of Roumania; and the Grand Duchess Olga, second daughter of the Czar, to Prince Alexander, the heir-apparent of Servia.
