WELLINGTON, this day. The Budget will be brought down tonight. It will give n general outline of the financial proposes for the year, and will specially emphasise the claim that rreat improvement hi* taken place compared w'U l the previous year. Provision will pro ably be asked for a million loan, also for a conaiilfrable capital expenditure to defray the cosl of previous borrowing. The intentions of the Government reimrding education will be outlined, including the question of teachers' salaries, and proposal? respecting subventions to the principal cnllpjrrrs. 1 understand substantial additional grants will he made to university colleges.

Mention will be made of the Govern menfs intention to deal with electoral reform in tlie Lower Hou-e durinp the present sefsion. In all probability revision of the Customs tariff will not take place till the Australian Government line given its derision ;'es»ardinii the reciprocity treaty arranged between the Hon. Mr. Fisher and their predecessors. This decision will come to hand before the i'nd of the session. ' Brief reference will be madp to naval defence, to the effect that the Government is still awaiting ;i communication on the subject from London. Reference will be made to the Government's land potic-y repnrding the freehold to tenants of settlement lands. The Budget will also contain proposals respecting the treatment of mental defectives, especially pirls. for whom accominodntion will he provided at Otetaike on lines of the Bullish system, which provides for housing in one institution males and females under strict supervision. This system is considered to make for economical administration.
