STRIKE IN BELGIUM.
EXODUS FROM THE COUNTRY. 400,000 MEN TO PARTICIPATE. (Received 10.50 a.m.) BRUSSELS, April 13. An exodus from Belgium has already begun, owing to the general strike which was ordered by the Belgium Labour Congress because the Government refused to appoint a Commission to investigate the question of electoral reform. The newspapers have already opened funds to relieve strike distress. The strike will commence on Monday, and the Socialists state that 400,000 men will participate in it. It is doubtful ■whether the railway men will cease work.
