TURKEY'S NEW COMMANDER.
BEST TACTICIAN IN ARMY. (Received 10.50 a.m.) CONSTANTINOPLE, February 3. The new Commander-in-Chief of the Turkish forces, Lzzet Pasha, formerly commanded the troops suppressing the Yemen revolt. He has the reputation of being the best strategist and tactician in the Turkish army. He is now at Habemgeui finally instructing 120,000 effectives in the defence of the Chataldja lines.
