DRAFTING NEW CONSTITUTION

WELLINGTON. Friday.
The Labour Conference was continued to-day under the presidency of the Hon. ■T. Kigg. The following is a condensation of the official report supplied. The conference resumed the discussion of the motion of Mr. Ross, -'That, recognising that political action is necessary and inevitable to the working-claas movements, we agree to the formation of a political party for the enacting of legislation to better the condition of the working class, and ultimately to achieve our emancipation. ''
Mr. Mills moved as an amendment: ''To the end of securing complete industrial and political unity, this conference urges all industrial and" political labour bodies maintaining a Dominion organisation and not identified with the United Labour party, to appoint each a commission with as many members as it may like, but with power to act. to meet, and confer with the Eaoter Conference of the United Labour ;jarty, and to undertake the complete consolidation of labour, both for political and industrial purposes, and to forthwith inaugurate that body or bodies as a going concern." >Ir. Rosses motion was carried. The adjourned discussion on Mr. Ilickey's motion and Mr. Mills' amendment regarding industrial arrangements pending the formation of a completely united industrial organisation was resumed. The motion was carried on the voices by a large majority. It was resolved that a committee of 12 be appointed to draft a constitution and principles of the proposed new organisation. It was resolved that a conference should be held at Wellington on the first Tuesday in July, the United Labour .party and Socialist party to be asked to postpone their annual conference to the same date. The following were elected to form the sub-committee to work out details of the new constitution: Messrs Ross. Semple, Hickey, Fraser, Hunter, Young, Parry, Belcher, Holland, Mills, Webb, and Tregear.

Tlie following message has been forwarded to the Federation of Labouxrr conference at Wellington by the President of the Ohinemuri Mines and Batteries Employees' Union (registered under the Arbitration Act) : "The most eatisfEctory indnstrial agreement ever arrived at by a miners' union in the Dominion was obtained to-day by the Waihi Union." Mr. K. Rndd, president of the local miners' union, gives an emphatic denial to the report that Mr. W. McLennan or airy other person is representing the Waiiri miners at the Federation of Labour conference in Wellington.
