OUR NAVAL POLICY.
(To the Editor.) Sir,—A contributor to a daily paper writes:— We must be prepared, whati ever policy we adopt, to pay our full share of the cost of naval defence of the Empire. We can bear our share with greater ease than can the people of Britain." That this Dominion should contribute towards the upkeep of the British Navy goes without saying, hut to declare that this Dominion can better afford so to do than the richest creditor country the world has ever seen is to state what is absolutely without foundation. When England Bpends money on her fleet the amount so disbursed is returned to her. but when New Zealand contributes to the building, the necessary quota leaves her shores never to come hack. It is impossible to make the two cases parallel, for, on the one hand, we find a country self-confained in regard to money, material, manufactures, and manning. On the other we discover the necessity for borrowing, building, and manning through external sources.—l am, etc., H.J.
