GERMANY'S STRIKES.
COST A MILLION A YEAR. BERLIN, June 27. At a Congress of German Trade UnioM Lt Dresden, attended by 400 delegates, rejresenting 2,276,000 members, Herr Lerieu, the president, stated that 4110 strikes and lockouts took place in 1910, involving 348,000 workmen, and causing i strike expenditure of £923,000. German employers were, he said, altering their tactics, which were before defensive and now aggressive, the mam aim beino to arrange wage contracts, so that they" would expire simultaneously m a number of different trades. Thus It was difficult for employees to resist dictation regarding conditions when the time came for renewal.
