SYDNEY, this day.
Dr. Wegener, director of the meteorological observatory at Apia, proposes to explore unknown New Guinea by a balloon. He is going to Germany to make arrangements. The balloon will not carry a motor, but the pilot will depend on air currents to carry him across.
