ALLEGED BREACH OF PRIVILEGE. BILL HUNG UP. 05y Telepranb.—-Parliamentary Reporter.* WELLINGTON, Wednesday. An amendment _lade by the Legislative Council by striking out a subsection of section S of the Land Settlement Finance Bill produced an objection iby Mr. Massey in the House of .Representatives this afternoon. He contended that there had been a 'breach of privileges in the excision of a money clause. The House decided to send a message to the Council, pointing to the breach of privilege. Mr. Fraser raised a question that the amendments made iby the Council introduced an element of doubt about the joint and several liabilities of menibers of a Land -Settlement Association. The Prime Minister read an opinion of the Solicitor-General that under the bill in its present form each [member was liable for his own section, and there was no joint liability. The individual settlers would 'be no more lia.ble for the debts of the association than the citizens of Wellington would be liable for the debts of the City Council. 'Mr. Fraser: "Who is liable?" The Prime Minister's reply did not clear up Mr, Fraser's query. Mr. Allen moved that the House should disagree wit— the Council's excision of section . 7 and 8, but his proposal was defeated 'by 44 votes to 23. Mr. Poland objected to the Council's deletion of section ten, which stipulated, "Tt shall not be lawful for any person at any one time to hold or to have an interest (otherwise than as mortgagee) in more than one allotment of land acquired under the principal Act." Sir Joseph Ward said that this Bection would not be workable if that proposal was agreed to. On a division being, called by Mr. Poland phis propopsal was carried by 30 votes to 26. «ir Joseph." Ward then indicated that he would not proceed further with tlie •bill, and the debate was adjourned.
