THE SESSION'S PROGRAMME. FARMERS AND THE GRAIN ROUTE. (Received 8 a_n.) OTTAWA, November 17. A forecast of Earl Grey's Speech from f the Throne at the opening of the Dominion Parliament states that the speech does not include legislation of great importance. A Bank Act is needed, the charters lapsing in June. Disgusted at the apathy of the Dominion Government, farmers of the j prairie provinces are organising a fund , to build a railway to Hudson's Bay. The . need of a grain route is imperative.
