It is stated that Mr. Asquith is in certain events ready to take the initiative ( towards a private conference with the Unionist leaders. The "Times." commenting on the situation, says: '"It is easier for the GovernI ment than the Opposition to take the first step, and if they act handsomely and promptly they will be met by Mr. Balfour in the same spirit; hence the opening of negotiations which we must I all hope will be fruitful is assured.
