The objpet nnd purport of the by-laws ■to i>e so .substituted is as follows:— (a) The good rule and government of the Borough. (b) Conserving public health, safety, and convenience, ajid preventing aad nbutlnK nuisances. (c) Regulating and controlling exceptional and heavy Traffic on streets. Mild prescribing payments in respect of such traffic. (d) Concerning etreets and the uso thereof, and the construction of anything upon, over, or under a street. <c) Oftiicr>rning th* construction and. repair of buildings, (ft Regulating drainage and sanitation. tg) Regulating and licensing the keeping in the Borough of any animals or birds, the keeping of which is like to become a nuisance or injurious to health. (h) Regulating or prohibiting the orertiou of buildings not having a frontasc to a public or private street, aud preventing the over-crowding of .-and with buildings. (i) .De-fining licensing and controlling billiard and bagatelle rooms, bowling and skittle alleys, and shooting galleries. (k) Regulating and controlling the use of vehicles plying, used or kept for hire, and the licensing thereof, and of the drivers thereof, and the fares and charges in connection therewith.
