The steamer Thistleroy, from the Tyne, reports that during a heavy gale on January 23, in latitude 39 south, longitude 21 east, she passed an overturned boat, painted white, and covered with marine growth. There was no sign of wreckage in the vicinity. The boat may have come from the Waratah. whose boats were painted white. The spot where it was sighted lies almost due south of Cape Agulhas, near where the Waratah was last seen, but many miles southward of her course. FLOODS ON THE BORDER.
