AMERICA'S I'HREAT. NO REPLY FROM CANADA. (Received 11.15 ajn.) LONDON, February 16. The "Morning Post's" Washington correspondent reports that Canada has not replied to the United States Treasury threat to enforce the maximum tariff on the 31st March. Unless the Dominion makes a concession, Washington will be reluctantly compelled to ask Canada whether she is disposed to negotiate. America's need of pulpwood gives Canada a strong strategic position in the matter. AN OFFER TO GERMANY. TO REMIT THE SURTAX. (Received 9.15 a.m.) OTTAWA, February 16. Canada offers to remit the surtax, equalling one-third of the ordinary duties, on German imports, if the conventional German tariff is restored to Canadian imports, including grains, fruits, timber, cattle and meat.
