EFFECT OF PAYNE TARIFFLONDON, February 5. The "Standard's" New York correspondent states that whereas the Dingley tariff from Germany the minimum rate on only a hundred commodities the Payne tariff has secured concessions affecting a thousand commodities. (Received 8.15 a_m.) BERLIN, February 6. The Reichstag has passed a bill embodying the tariff agreement with America.
