COUNCIL OF DEFENCE.
COLONEL OOTJJNS' KiEITREMENT. (By Telegraph.—Own Correspondent.) WELLINGTON, Friday. There is a -widespread feeling of regret in volunteering circles that the promotion of Col. X, J. Collins to the office of Auditor-General means his retirement, in an active sense, from volunteering. This intimation came from Col. Collins himself at yesterday's annual outing of the Defence Department. The Hon. Mr. Buddo, who was representing the Defence Minister (Sir Joseph Ward), the latter ibeing absent owing to indisposition, took occasion to congratulate ■tie Colonel on his promotion to such an important office in the public service. Col. Collins, in his reply, incidentally expressed his great regret that his promotion imposed on him the duty of ceasing to take an active part in volunteering, and of resigning from his post on tihe Council of Defence, as the law required that the Auditor-General should hold no other office of emolument or trust under the general Government. ,
