IWELVE HimDKED DELEGATES (Received 5.5 a.m.) LONDON, 1- ebruary 4. a proposal is on foot for the holding of * ''Festival of the Empire," in which 1200 colonial delegates will be invited to take part. Mr. Burdett-Coutts. M.P., has offered the promoters the use of No. 81, Picca"™J, as a clubhouse for the colonials participating in the pagaant, and arrangements are to be made for the delegates to Visit places of interest in England.
