A FORTTFXED COAXING BASE. SUBSIDY TO THE DOCKS. (Received 5.55 a.m.) OTTAWA, October 31. The Canadian naval scheme contemplates the fortification of Sydney, Cape Breton, owing to the fact that coal for the East coast passes through that place. Experts have already surveyed the site. The Government has refused to subsidise the Levi? and St. John docks to the extent the recent deputation suggested. The Government believes that smaller federal assistance will be sufficient to enenre the completion of the enterprise. A deputation of leading Canadians waited upon Sir Wilfrid Laurier at Ottawa on Wednesday asking for a subsidy of £25,000 for each of the two proposed cocks at St. John and Levis.
