CLEMENCEAU'S DEFEAT.
MANY DEPUTIES ABSENT. A VICTORY FOR CHAUVINISM. (By Cable.—Press Association.^-Copyright.) PARIS, July 22. When the no-confidence motion was put in the Chamber of Deputies yesterday, and carried against the Government, 175 deputies—most of them Government supporters—were absent in Scandinavia in connection with an inter-Parliamentary demonstration.
In consequence of the new attendance lists abolishing proxy voting M. Clemeneeau's supporters were unable to cast tlie ballots of their absent comrades.
Parisian newspapers are astonished at the crisis, and blame M. Clemencoau for referring to M. Dclcasse's foreign policy.
German papers sharply attack M. Delcasse and describe his success as a victory for Chauvinism.
M. Clemencoau is urging President Fallieres to reconstruct the old Cabinet with a new Premier.
