IMPERIAL EVOLUTION.
DEFENCE FIRST. COMMERCIAL UNION FOLLOWS. LONDON, May 24. A 72-page Empire Day number of the "Standard" has been issued, containing articles on all phases of Imperial life. The Comonwealth States and New Zealand have large advertisements. Mr. Joseph Chamberlain writes a special letter. "Our great aggregations' of humanity," he says, "are sealing a new bond whereby we shall all follow the same interest under the same flag. This must of necessity commence with defence, but commercial union will prob-. ably precede political union. New Zealand's offer, which was received somewhat ungraciously by the Government, is a new feature equivalent to a contribution of £80,000,000 sterling from Great Britain. Not only is it munificent in itself, but it shows the price the Dominion places on the maintenance of the present standard of naval defence. "Henceforth," he continues, "11,000,000 Britishers overseas must be considered with ourselves. This feature in British development must involve an entire change in our public life and its objects."
