BERLIN, April 12. The "Frankfurter Zeitung" declares that recent developments render it imperative that an international conference be held to define the rights of aeronauts.
An international exhibition of balloons, dirigibles and aeroplanes is to be held at Frankfort, Prussia, in July next, and that would afford an excellent opportunity for a conference, the need for which has been emphasised in England, France, and other countries. The developments referred to by the "Zeitung" are probably the recent arrests and detentions of German aeronauts and balloons across the French frontier.
