PRIDE AND GRATITUDE. LONDON, April 2. The "Times" says that Mr. Fisher's programme shows that the Commonwealth and Canadian line of naval policy are also a parallel movement. Both favoured following New Zealand's precedent. If these gifts were decided upon they would be welcomed with prjde and gratitude, not as detracting, from the burden which Britain was fully competent and determined to bear, but as proof of their readiness to uphold Britain's resolvo to maintain supremacy of tho sea. Future interest would centre in the local naval services which Australia and Canada,were preparing to develop. The "Times" recalls Mr. Balfour's speech and Mr. Cox's amendment to tho Address-in-Reply in February, 1907, as a classic exposition of British Imperialism.
