The "Spectator" says that it i s most humiliating for the State to have to wheedle, cajole, and beg employers to allow their men to join the territorial array. The "Spectator" again urges the establishment of a system of universal military training. Mr. Haldane informed Captain KincaidSmith last month that the provisional figures of the strength of the Territorial Force on July 1 were : Yeomanry, 20,622 • artillery, 24,326; infantry, 111,*704. The number of recruits who had joined from January 1 to June 30 were (provisionally) : Yeomanry 3,781; artillery, 6,562; infantry, i.5,636. The* transfers from April 1 to June 30 were: Yeomanry, 19.727; artillery, 18,609; infantry, 93,375.
