YOUNG TURKS CONSPIRING.
TO SHOOT THEIR RULER. FORESTALLED BY THE SULTAN. (Received 8.45 a.m.) CONSTANTINOPLE, July 30. Officers belonging to the Young Turkey [ party had formed a plot to shoot the ■ Sultan at the ceremony of Selamlik, and ■ proclaim his grother Reshad. 1 News of the plot was conveyed to the 1 Sultan by his secret service and he forestalled the conspirators by granting the Constitution. The first meeting oi the new Parlia- ' ment will be held on November 1. The reports cabled yesterday that the YWung Turkish party had resolved to maintain the bulk of its strength in Macedonia, because it was not without misgivings as to the Sultan's intentions concerning oorue of their demands that the committee of Salonika had invitad the Austro-Hungarian and Russian civil agents to quit Macedonia, and that the presence of foreign gendarmerie and officers was considered unnecessary, were based on a misconception. REFORM IN MACEDONIA. PARIS, July 30. It is understood in Paris that Russia's reform proposals for Macedonia are to remain in abeyance in view of the new situation in Turkey. The Selamlik is the great religious ' festival of the Court of Turkey, and. as the Sultan then drives through the streets, a full opportunity is offered the assassin. This opportunity was taken on July 21, 1905. but the attempt upon the j life of Abdul Hamid then failed. The ! ceremony takes place every Friday at noon, and is a survival of the State procession of the Caliph to the Mosque on ! the day set apart for prayer in common. '■ A great procession of marines, Albanians, j and Imperial troops, precedes the harem I from the Yildiz Palace to the Mosque, jthen follows the Pashas, the Imperial | j servants, and finally the Sultan in a ismall carriage. The devotions do not :last more than 20 minutes, and the Sultan then drives himself back in a big oair-horse phaeton. Probably the conspirators propo3ec'. to assassinate the Sultan at the .'pedal festival of the ' Selamlik, following on the long fast ' ;of Ramazan. This night is the holiest i •in the Mohammedan calendar, and the J I service then takes place in the evning. !
