Federal Treasurer issuing instructions ' not to pay. any balances of.revenue back to the States for the month of May or any later period until further notice. Sir John Forrest (W.A.) raised the question in the House of Representatives and declaredd it would be a violation of i the constitution, an arbitrary illegality calculated to embarrass State finances. Sir Wm. Lyne, Federal Treasurer, explained that he hd hoped the Surplus Revenue Bill, which deals, with these balances, would have been passed. As the bill was not yet law, the money would be paid in the usual way. Sir Wm. was heckled as to his intentions,, but declined to be drawn.
