Birrell's Plain Declaration. LONDON, March 27. In the House of Commons a resolution regarding the excessive cost of the administration of Ireland, by Mr. T. M. Kettle (Nationalist member for Tyrone East) —which was not pressed—elicited from Mr. T. W. Russell (member for Tyrone South) the statement that the question must be dealt with by Irishmen on their own soil and in their own way. Mr. Birrell (Chief Secretary for Ireland) said h3 personally hiped that Irishmen would soon obtain Home Rule. The only solution of the troubles in Ire-1 land would be a very liberal Home Rule ! measure. ■ J
