NAIROBI FLOGGERS.
Justified by Higher Court.
(Received 8.40 a.m.)
ZANZIBAR, July 19,
The Higher Court at Mombassa, capital of British East Africa, has reversed the sentences passed on Captain Grogan and Mr. Grey for flogging natives at Nairobi in March.
The Court did not, however, order a new trial, as imprisonment had already been undergone by the appellants.
[Captain Grogan and others were sent to prison for a month at Nairobi, for having illegally flogged natives. The flogging, which was administered opposite the Court of Justice, was of a severe description, and the allegation was that the natives had insulted European ladies. A statement subsequently made by the Colonial Secretary represented that the insult -was only insolence of an everyday description. An assanlt upon a white woman, however, followed shortly after the imprisonment of those who had administered the-floggings.]
