HOW WAR MAY ARISE.

LONDON. July 10. The "Daily Telegraph" states that diplomats at The Hague consider the relations between Japan and the United States are really strained, as since June 20 Japan has taken up the position that unless the Federal Government obliges California to cease humbling Japan the latter must consider herself free to act against California.
Though the statements from The Hague are based on a notable authority, the " Daily Telegraph " believes them to be unduly despondent.

An expedition leaves San Francisco at the end of July to lay mines and submarine torpedoes at Manila and Subig Bay. in the Philippines.
