LEGISLATIVE COUNCIL.
In the Legislative Council, Sessional Committees were set up. The Waste Lands Conunittee consists of the Attor-ney-General and the Hons. Anstey, Harris, T. Kelly, Marshall, Paul, Reeves, Stevens, Wigram and Sir H. J. Miller, and the _abour Bills' Committee, the Attorney-General and the Hons. Barr, Beehan, Carncross, Jenkinson, McLean, Paul, Rigg. Stevens and Thompson. ADDRESS-IN-REPLY. The debate on the Address-in-Reply was continued by the Hon. J. Anstey, who reviewed the Government's land proposals and criticised the present method of collecting the statistics relative to agriculture. Passing on to other subjects, he condemned the agitation for the removal of the duty on flour. The quantity of wheat grown just about balanced requirements, and it should not he forgotten that the wheat grower paid a greater proportion of wages than practically any other person engaged in industries of the country.
The Hon. J. E. Sinclair put in a plea for consideration for the tourist, and applauded the proposal to change the designation of the country from "Colony" to "Dominion." After referring to the land question, he w_rmly applauded the Hon. Dr. Findlay's selection as Attorney-General. He appealed for the retention of the system of arbitration, and said there was no reason to suppose that Pariiament would not be able to evolve an Act which would provide against the difficulties which been disclosed in the past and make for ultimate good of the employee and employer in the future.
The Hon. T>r. Collins conrmeneed by speaking of defence. He advocates that every school boy should be trained in the use of the rifle, and thought encouragement should be given to the formation of field and bearer corps. He advocated —tore classification of the inio.i—tesj in the lunatic as-yln hej, He would urge upon the Govern—ient the necessity of establishing separate schools for idiots and imbeciles, and separate institutions for epileptics.
