PROTEST TO WESTRAEIA. INSTRUCTIONS TO THE GOVERNOR. (Received 9.3 a.m.)

LONDON, July 9.

Replying to Mr. William Redmond, on behalf of Sir Edward Grey, Mr. Walter Runciman said the Protector of the Aborigines in Western Australia had reported that it was almost the unanimous opinion of those with practical experience that chaining 'by the neck -was the most humane method of preventing escape.

The Government, said Mr. Runciman, did not share that opinion, and would direct the Governor, as opportunity offered, to press upon the Western Australian Government the objections which a continuance of the practice could not fail to excite in England.
