THE STATES RELUCTANT. (Received 10.28 ajn.) MELBOURNE, this day. Mr. Trevisa Clarke, representing the Mail Syndicate, asserts that the statement that his mission -was connected with torpedo-boats was a harmless fiction, and would be quite disproved when the facts •were announced. Mr. Beat's proposal is that each of the States should guarantee f 150,000 worth of the Mail Syndicate's debentures. The other members of his Cabinet, however, do not take a complacent view of thi3 proposal. The Premier of Queensland CMr. Kidston) declares that he will not entertain the suggestion for one moment, while the Premier of Tasmania says he has heard notriTng of it, but speaking on the spur of the moment he viewed it unfavourably.
