THE POSTAL CONGRESS.
! Vote Asked for New Zealand.
| ROME, April 9. &4 The Postal Congress opened in Rome to-day. Great Britain is asking that New Zealand should have a separate vote, and that the Transvaal and Orange River Colony should each have a vote, or a vote between them. At present New Zealand votes as part of Australasia. [The difficulty lies with the other countries represented, naturally, are not anxious to have the voting power of Great Britain increased. At present the colonies are arranged in groups, Australasia forming one.]
