TACTFUL WORDS IN THE LORDS.

In the House of Lords, Lord Fitzmsnrice, in commenting favourably on the outlook as the result of the Alge_ras Conference, paid a sympathetic tribute to Prince Yon Bulow. and recalled the memorable scene when the Earl of Chatham, after a famous speech <_ colonial policy, fell fainting among Ms colleagues.

BERLIN, April 9. The "North German Gazette" (semicSdal) says that Lord Fitzmaurice's vords had aroused in Germany the most friendly feelings, and were well calcuhted to further the rapprochement of j two great nations. .
