j.' PARIS, December 23. The 'Arbitration group of the French Parliament has received a letter from Mr. 11. A. Grainger, as Agent-General for South Australia, in which he thanks them for the hospitality accorded him during his recent visit to Paris. He suggests that the moment is opportune to cease using New Caledonia as a penal Settlement. Such a decision as that svould increase the island's prosperity, and Australia would be ever grateful for the friendly consideration of its feelings. The letter has beer, forwarded to the Committee for Foreign Affairs. ' RUSSIA AND CHALCIS . ST. PETERSBURG, Dec. 23. 'A Ruasian syndicate, with a capital bi four millions, has been formed to acquire the Chalcis peninsula, with the yiew of strengthening Russia's hold on Mount Athos.. fChalcis, which is classic ground, is a Peninsula on the shores of the Aegean Sea, and occupation of the peninsula by Russia would mean that she would have a port on th? Mediterranean. Russia owes her influence in Chalcis to the fact that the monasteries on Mount Athos are under the Rusjsian Greek Church.]
