Sir _fhe plague precautions adopted by our Harbour Board are rather amusing. For instance, tin discs are fastened on the mooring lines, but the whole time the vessels are in port they have out gangways with rope nettings underneath, the only safeguard being a notice on the gangway, "No admittance except on business," and some steamers have added to the foregoing "without a permit."—-I am, etc., " WHARF RAT.
