RATING ON UNIMPROVED VALUE AT BIRKENHEAD.

Sir,—The borough is chiefly settled upon by fruit-growers, whose steady industfy hus brought it under cultivation, and whose sections are adjacent to the wharf. In what way is a rate on the unimproved value to operate, unless it deals only with those owners of uncultivated and unoccupied lands -which are interspersed throughout the district? If a change is made, the most equitable mode will be fo rate every man's property on its market value, taking care that the vacant lands are valued in like proportion.—l am, etc., W. F.
