I It was the Emperor's, not the ! Dowager's, edict that was transmitted from Paotingfu. It confers on Li Hung Chang extraordinary powers, and absolute discretion to negotiate for a Ml settlement with the Powers. WASHINGTON, September 11. General Chafee cables that there are indications' that diplomatic relations with China will not be resumed for a long time. ~,. HONGKONG, September^ 12. Prince Ching has.arrived at Pekin.
Pekin is merely a foreign camp, pending settlement of the dispute by the Powers elsewhere.
M. De Giers, the Russian Minister, and his staff, leave Pekin soon for Tientsin. '■■-'.';
