' NEW PLYMOUTH, November 27. Capt. Black, master of steamer Hesketh, Avas fined 10s and costs in the Magistrates Court this morning for breach of Harbour Board bye - laAv while lying alongside wharf, Friday morning. Black .vas ordered by the harbourmaster to haul out the makeroom for the Gairloch, and refused on the ground that he had a right there. The incident shows the inadequacy of berthage accommodation. In 24 hours from Thursday evening five steamers had to be berthed.
