PROPOSED ANARCHIST COLONY.

Madrid, September 1.

The Spanish Government recently suggested that the Powers should establish an international penal colony where dangerous Anarchists could be detained for life. Spain has now offered an island in the Phillipiue or Caroline Group as a site for the proposed colony. The Italian and Portuguese Governments have expressed their concurreace in ihe proposal, and the French Gerernment have the matter under consideration.
