The Chinese authorities are seriously embarrassed, owing to the internal disaffection in the Empire and insubordi-
nation and lack of proper management
in the army.
The Japanese are slowly advancing, but no open hostilities are yet reported since the armies landed in the Gulf of Pe-chi-li.
It is reported that the Japanese are in the neighbourhood of the city of Moukden, on the Chino - Corean frontier.
The Chinese forces have evacuated Moukden, and the inhabitants are taking to flight, fearing a Japanese .invasion of the city. The Ugan force of the Chinese is retreating on Kaichau, near the Gulf of Pe-chi-li.
A large Japanese fleet is scouring the coast.
It is rumoured that seventy Japanese warships and transports entered the Gulf of Pe-chi-li last Tuesday, and steered in a north-easterly direction, apparently for the nearest point to Tientsin. It is believed that this fleet conveys a large army for the work of conquest in China. Desertions are frequent in the Chinese army, and the management of the forces is extremely inefficient. Two thousand of Li Hung Chang's crack corps have deserted owing to their not having been paid. China is raising a loan of ten million sterling through a Tien-tsin firm. A serious rebellion against the ruling dynasty has broken out in Mongolia. Troops have been sent to suppress it. Paris, Ocbober 6. The French Government is reinforcing its fleet in Chinese waters. The powerful cruisers Duguay Trouin (recently in Australasian waters), Isly, and Alger, and the gunboat Lutin are under orders to proceed at once to the China Station, in order to upholdFrench interests there. Berlin, Ocbober 6. Two additional warships are being sent to tbe China Station, to reinforce the German fleet in those waters.
