DIFFERENTIAL RATES.
London, July 16. The " Times " say 3 that the decision not to permit Matabele and Mashona to favour British againsb foreign goods, if final, seems to prevent Britain accepting differential rates from the colonies. The proposal of tha Ottawa Conferenco will therefore require further consideration.
