IMPERIAL FEDERATION.
LORD ROSEBERY'S OPINION,
London, October 29.
Lord Roseberv, writing on the subject of imperial federation, states his belief that the union of the colonies with Great Britain would increase the liabilities of the latter. It is, he thinks, impracticable to admit the colonies to a share in the control of imperial policy unless they are willing to pay their share of the cost.
