Gentlemen,— Having been requested by a large number of my fellow-ssttlers, and being influenced by the wish which I believe to be general that the District should Ira represented by a local man, whose interests ore identified With those of tho people whom ho represents, I havo determined to become a Candidate for your suffrages at the coming Election. It is my intention to address tho electors at tho various centres of population—place, date and hour to be advertised—when my views will lo fully explained. In the meantime, however, us reports arc being industriously circulated (I presume for electioneering purposes) prejudicial to my candidature, I wish to atato emphatically that I am quite independent of, and will not bo influenced by, any cliciuo or ring; a!so that, although I cannot consent to bo a blind follower of any party or man, I intend to support and endeavour, to tho best of my ability, to have carried into effect tho main features of the Liberal policy as enunciated by the present Government. If elected, I shall continue to glvo a sincere support to tho policy of the present Ministry, believing it tho policy best calculated to securo for all time tho liberties and self Government of the people of the Colony. When the measures necessary to give effect to that policy have bocome law. other questions will demand urgent attention, Foremost among them I place tho absolute necessity o£ devising some means to relieve the Genoral Assembly o£ a mass of work with which it is now overburdened, work of a character which it is also not fitted to perform. Whatever be the means adopted for this end, I am satisfied they will not succeed unless based on a deliberate policy of decentralisation, without which we shall in vain strive for prompt and effective or economical administration. Tho Finance of tho Colony will force itself on tha attention of tho next Assembly, and will raisa in conncctiou with it grave questions affecting tho incidence of taation. In connection with taxation, I shall bj always found supporting measures that will distribute the burden fairly, and, as far as possible, compel every ono to pay in proportion to tho wealth he enjoys under protection of the Government which that taxation maintains. I need not say that I shall be always ready in tbe future, as in the past, to unite cordially with the other members of the Provincial District in seeing justice done to the Province,, and in advancing its local interests wherever they are specially concerned.
